Improving the livelihoods of Poor Farmers and Disadvantaged Groups in the Eastern Development Region
Donor: Asian Development Bank, Japanese Fund for Poverty Reduction (JFPR)
To bring landless and poor farmer groups into development process or help them tap opportunities, a series of initiatives has to be made; for example: capacity building, resource generation and mobilization, skill based technology transfer and market linkage. Commercial Agriculture Development Program (CADP) has already begun in 11 Eastern Development Regions (EDR) of the districts, that by its name will work for commercializing agriculture, however, the ever-excluded groups are likely to be excluded again or at least they may not be able to get benefit from CADP initiatives unless special intervention is made in their favour. The JFPR component is supposed to bridge and expose the target groups with CADP, Commercial Agricultural Alliance (CAA) and other service providers.
Consortium of NGOs will be active for materializing the inclusion, awareness and literacy campaigns and economic promotion and local NGOs having knowledge of local dynamics will be involved in mobilizing self-help groups. However, the task will require some expertise which these local NGOs may not have at present. The lead national NGO will empower the local NGOs with social mobilization, planning, monitoring and other necessary skills, coordinate with government agencies, CADP, CAA and meet reporting requirement of ADB and govt. In this way, the scope of work is so diverse and very demanding so involvement of national NGO with professional quality that can coordinate among all stakeholders and implement the program to achieve the goals is provisioned in the package. The project is aware of the benefits of mobilizing appropriate local NGOs, who will be present there for long term and can be useful from sustainability point of view.
