SHELTER OFFICER

DEPROSC-Nepal is a non-profit making, non-governmental organization (NGO) with expertise in food security, microfinance, natural resource management, community assets, social development and DRR. At present, it has been active in 33 different districts in Terai, hills and mountains for said missions.  Oxfam and DEPROSC-Nepal has entered into a Long Term Standby Partnership to work jointly for humanitarian capacity building for better and effective preparedness since 2013.

 Since June 2015 in partnership of Oxfam, DEPROSC had successfully completed the first phase of emergency response under EFSVL in Kathmandu and Lalitpur district and contributed to revive the livelihoods of earthquake affected about 5783HHs in first year and 4200 HHs in the second year. During the period of emergency response, the critical and immediate needs of affected communities especially related to food and livelihood were addressed by implementing various EFSVL interventions however; strategic needs are found to be more concentrated and need to be addressed accordingly.  Currently we are implementing EFSVL and SHELTER activities in 1 municipality of Kathmandu and 1 municipality and 3 VDCs of Lalitpur districts in recovery phase which will be completed by end of March 2018. Most activities during relief and early recovery phase are targeted to poor and ultra poor household of the peri urban and rural areas.  We are planning to extend our support for urban poor and ultra poor household for recovery period till March 2018.

 

Post title: Shelter officer (1)

Term and location: till March 2018 based in Kathmandu (Though it is Kathmandu based position it mostly requires travelling in working VDCs and municipalities (Gimidi/Thuladhurlung/Chaughare/Dakchinkali/Godawari)  within valley. This is not an office based position)

Minimum qualifications and professional experience required:

  • University degree in Civil Engineering
  • Minimum of 2 years of relevant professional experience
  • Most importantly, practical experience in earthquake resistant building construction. It is desirable that some of this should have been in emergency relief programmes. The post holder should have a good understanding of shelter needs of poor rural and urban communities and of appropriate ways of tackling them
  • Good knowledge of English and Nepali languages

  

Competencies:

  • Sound experience in site supervision in medium-scale infrastructure works, preferably building construction.
  • Good knowledge of building and civil technical engineering national standards and common practices in Nepal
  • Ability to build strong, credible relationships with beneficiary groups, local authorities and communities
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations
  • Good organizational skills, with ability to prioritize tasks and adjust to constantly changing situations while maintaining focus on delivery and follow-through
  • Good teamwork skills, in cooperation with members of other teams, responding quickly and accurately to queries and issues. 

Responsibilities

  • To coordinate and implement overall shelter activities as per DEPROSC requirements.
  • To ensure effective coordination with local authorities and take proactive role in working with reconstruction or other community based committees.
  • To follow up on the established work plan under the supervision of the project manager.
  • To lead the mobile team in giving door-to-door technical assistance to earthquake affected community people
  • To perform design, estimation, site supervision and inspection of the building and community infrastructure works during execution and at completion according to the established procedures
  • To take a lead in organize community sessions about earthquake resistance building construction practices
  • To conduct mason training (DUDBC/CTEVT OTJ) preparing design estimate and bill of quantities
  • To conduct regular monitoring of shelter activities at field and provide technical inputs as required.
  • Prepare completion report and document learning's from the field.
  • To collect and prepare case studies
  • To ensure the follow-up and the proper use of materials, tools and assets during the activities;
  • To ensure compliance with DEPROSC administrative and logistical procedures relevant to the activities (procurement, transport, etc.)
  • To collect all information and written/orally reports on the progress of the activities on a daily and weekly basis as per established reporting formats;
  • Report immediately any delay, problem or other relevant information to the Project Manager.
